Then download L4DToolz from here, extract the two folders 'l4dtoolz' and 'metamod' to your /Left 4 Dead 2/left4dead2/addons folder, merge when asked. Now you can head over to the Left12Dead plugin page and click on Get Plugin, and place the l4d_players.smx inside /Left 4 Dead 2/left4dead2/addons/sourcemod/plugins folder.
